Consequently, the anguish and suffering caused by Nour-Eddine Mihoubi's indefinite detention and complete lack of contact with his family or the outside world amount to treatment which is contrary to article 7 of the Covenant.

Accordingly, the author submits that the State party has acted in violation of article 9, paragraph 1, of the Covenant, since Nour-Eddine Mihoubi was arrested on 27 January 1993 without a warrant and without being informed of the reasons for his arrest.
