I have the honour to transmit herewith the text of the Declaration adopted by the Ministerial Meeting of the Least Developed Countries, held at United Nations Headquarters on 30 September 1996.
أتشرف بأن أحيل طي هذا نص اﻹعلان الذي اعتمده الاجتماع الوزاري ﻷقل البلدان نموا المعقود في مقر اﻷمم المتحدة في ٣٠ أيلول/سبتمبر ١٩٩٦.

The 1994 Ministerial Meeting of the Least Developed Countries had declared that the international community was neglecting its obligation to help those countries achieve democracy, respect human rights, develop their national capacities and apply free-market policies.
وقد أعلن الاجتماع الوزاري ﻷقل البلدان نموا في عام ١٩٩٤، أن المجتمع الدولي قد تراخى في تنفيذ التزاماته بمساعدة تلك البلدان في تحقيق الديمقراطية واحترام حقوق اﻹنسان وتنمية قدراتها الوطنية وتطبيق سياسات السوق المفتوحة.

On behalf of the least developed countries, the Chairman of the Ministerial Meeting of the Least Developed Countries has requested that the attached declaration, adopted by the least developed countries' Ministers at their meeting on 1 May 1996, be circulated to the ninth session of the United Nations Conference on Trade and Development.
بالنيابة عن أقل البلدان نموا، طلب رئيس الاجتماع الوزاري ﻷقل البلدان نمواً أن يتم تعميم اﻹعلان المرفق الذي اعتمده وزراء أقل البلدان نمواً في اجتماعهم المعقود في ١ أيار/مايو ٦٩٩١ على الدورة التاسعة لمؤتمر اﻷمم المتحدة للتجارة والتنمية.

On that occasion, the Ministers adopted the Declaration of the Ministerial Meeting of the Least Developed Countries (Midrand, South Africa, 1 May 1996), which was subsequently circulated to the ninth session of the Conference in TD/373.
واعتمد الوزراء في تلك المناسبة، إعلان الاجتماع الوزاري ﻷقل البلدان نمواً )ميدراند، جنوب أفريقيا، ١ أيار/مايو ٦٩٩١( الذي تم تعميمه فيما بعد على الدورة التاسعة للمؤتمر في )TD/373()٤(.

2. The Meeting of Ministers of Least Developed Countries, held in Midrand on 1 May 1996, adopted the " Declaration of the Ministerial Meeting of the Least Developed Countries " , which was subsequently circulated to the Conference in TD/373. 4/
