يشرفني أن أبلغكم أنه قد تم إطْلاع أعضاء مجلس الأمن على رسالتكم المؤرخة 30 تموز/يوليه 2013 (S/2013/461) التي أعربتم فيها عن اعتزامكم تعيين السيد نيكولاي ملادينوف (بلغاريا) ممثلا خاصا لكم للعراق ورئيسا لبعثة الأمم المتحدة لتقديم المساعدة إلى العراق.

30. Mr. Mladenov (Bulgaria), speaking as a youth delegate, said that education should not be reduced to economics but should be seen as a vehicle for teaching young people life skills that would help them become responsible members of society.
30 - السيد ملادينوف (بلغاريا): تكلم بوصفه مندوباً شاباً، فقال إن التعليم لا ينبغي تحجيمه ليصبح شأناً من شؤون الاقتصاد بل ينبغي اعتباره أداة لتعليم الشبان بغية إكسابهم مهارات تساعدهم على أن يصبحوا أفراداً مسؤولين في المجتمع.
