The Committee strongly recommends that the State party's obligations under the Covenant should be taken into account in all aspects of its negotiations with the international financial institutions to ensure that the enjoyment of economic, social and cultural rights, particularly by the most disadvantaged and marginalized groups, are not undermined.

The Committee takes note that the recent economic recession along with certain aspects of the structural adjustment programmes and economic liberalization policies introduced by the State party have aggravated the negative effects on the enjoyment of economic, social and cultural rights by the population, in particular the most disadvantaged and marginalized groups. The Committee is particularly concerned that the IDPs come from the most disadvantaged and marginalized groups, predominantly women and children, peasants and members of the country's indigenous and Afro-Colombian communities who have been driven out of their areas by violence and armed conflict.

The Committee encourages the State party to continue supporting corporate social responsibility within its jurisdiction, in accordance with its ILO strategy for 2007-2009 so as to ensure the fulfillment of economic, social and cultural rights, especially for the most disadvantaged and marginalized persons and groups.

70. The Committee encourages the State party to address the structural determinants of poverty and marginalization, while maintaining its focus on the situation of the most disadvantaged and marginalized children and on reducing regional disparities in the standard of living of children.
70- تشجع اللجنة الدولة الطرف على معالجة العوامل المحدِّدة الهيكلية للفقر والتهميش، مع الاستمرار في التركيز على حالة الأطفال الأكثر حرماناً وتهميشاً وعلى الحد من التفاوتات الإقليمية في مستوى معيشة الأطفال.

The response must give sustained consideration to the needs of society's most disadvantaged and marginalized children and their families if improved and more equitable child health outcomes are to be achieved.
