18- تؤكد في هذا الصدد أن على الدول ألا تعاقب العاملين المشار إليهم في الفقرة السابقة على عدم إطاعة أوامر بارتكاب أفعال تُعدّ تعذيباً أو معاملة أو عقوبة أخرى قاسية أو لا إنسانية أو مهينة؛
