2. Since this is my first report to the Special Committee, I wish to express my appreciation to the Special Committee and its member States for their commitment to United Nations peacekeeping.

In submitting this, my first report, to the Commission on Human Rights, I call the Commission and, through it, the international community at large to conscience: the peoples of the world need stronger protection of their inalienable human rights, and it is the role of the Commission on Human Rights to spearhead the quest for more effective protection.
