The present report covers major developments since my last report to the Council, dated 21 September 2006 (S/2006/759), and provides recommendations on the future mandate of MONUC.

3. In my last report to the Council, I referred to the 5 October 2007 decision of the Seven-Party Alliance (SPA) to postpone the Constituent Assembly election, scheduled for 22 November, without setting a new date.
3 - أشرت في تقريري الأخير المقدم إلى المجلس إلى قرار تحالف الأحزاب السبعة بتأجيل انتخاب الجمعية التأسيسية الذي كان مقررا في 22 تشرين الثاني/نوفمبر، دون تحديد موعد جديد.

I also reiterate my determination, made in my last report to the Council, that even if the Lebanese claim to the Shebaa farms area were legitimate, it would be the responsibility of the Government of Lebanon only to address this claim in conformity with international law and relevant Security Council resolutions, and not that of an armed group outside the control of the Government.
وأكرر أيضا ما حددته في تقريري الأخير إلى مجلس الأمن من أنه حتى لو كانت المطالبة اللبنانية في ما يتعلق بمنطقة مزارع شبعا مشروعة، فإنه تقع على حكومة لبنان وحدها، وليس على أي جماعة مسلحة خارج سيطرة الحكومة، مسؤولية معالجة هذه المطالبة طبقا للقانون الدولي وقرارات مجلس الأمن ذات الصلة.

Since my last report to the Council of 22 July 1994 (S/1994/865) and the above-mentioned statement by the President of the Security Council, discussions on the modalities of national reconciliation have continued in Lusaka and significant progress has been achieved.

49. In my last report to the Council, I confirmed that trials will indeed run into 2009 and identified a number of factors that will influence whether the conclusion of trials by 2009 remains feasible.

73. In my last report to the Council, I expressed my view that the limited focus of the mandate of UNMIN had constrained the Mission's ability to adequately assist the overall management of the peace process, whose weakness had become evident.

32. In my last report to the Council, I stressed that, in the final analysis, poverty is the breeding ground for the instability that exists in the Central African Republic and that it is largely as a result of the financial difficulties of the State that the political and economic situation has become so precarious.
32 - وقد أكدت في تقريري الأخير إلى المجلس على أن الفقر، في نهاية المطاف، يشكل التربة التي تغذي عدم الاستقرار في جمهورية أفريقيا الوسطى وأن المصاعب المالية التي تواجهها الدولة هي التي تسببت إلى حد كبير في هشاشة الوضع السياسي والاقتصادي.

68. In my last report to the Council, I underlined the need for the parties to the Comprehensive Peace Agreement to examine closely the differences that had created significant rifts and a deficit of trust in their relations and the underlying weaknesses of the peace process.
68 - شددت في تقريري الأخير إلى المجلس على ضرورة قيام أطراف اتفاق السلام الشامل بإنعام النظر في الاختلافات التي أنشأت تصدعات كبيرة واختلالاً في الثقة في علاقاتها وفي مواطن الضعف في الأسس التي قامت عليها عملية السلام.

Following my last report to the Council of 26 March 2013 (S/2013/191), the Secretariat met again with the Government of Iraq to negotiate the implementing agreements as provided for in paragraph 7 of resolution 1958 (2010).
وبعد تقريري الأخير إلى المجلس المؤرخ 26 آذار/مارس 2013 (S/2013/191)، اجتمعت الأمانة العامة مرة أخرى مع حكومة العراق للتفاوض بشأن الاتفاقات التنفيذية حسب ما هو منصوص عليه في الفقرة 7 من القرار 1958 (2010).

I also note, and emphasize, that the convening of the national dialogue followed, and stands in full accordance with, my own and the Security Council's calls for continued national dialogue, as expressed in my last report to the Council and in the Council presidential statement of 23 January 2006 (S/PRST/2006/3).

2. Members of the Security Council will recall that when my Representative in Guinea-Bissau, S. C. Nana-Sinkam, briefed the Council on 23 February 2000 on developments in the country, he updated them on the democratization process subsequent to my last report to the Council on 27 December 1999 (S/1999/1276).

As noted in my last report to the Council on children and armed conflict (S/2009/158), I strongly support the close cooperation that has been initiated to ensure that resolutions 1612 (2005) and 1820 (2008) are implemented in a mutually reinforcing manner, both at headquarters and country-level.

72. Since my last report to the Council of 26 October 2005 (S/2005/673), the Lebanese have made further significant progress towards implementing in full all provisions of resolution 1559 (2004), in particular with the agreements reached in the national dialogue.
72 - منذ تقريري الأخير إلى مجلس الأمن المؤرخ 26 تشرين الأول/أكتوبر 2005 (S/2005/673)، حقق اللبنانيون مزيدا من التقدم الهام صوب التطبيق الكامل لجميع أحكام القرار 1559 (2004)، ولا سيما من خلال الاتفاقات التي تم التوصل إليها في سياق الحوار الوطني.

It covers developments concerning the fulfilment of pending tasks since my last report to the Council of 4 October 1996 (S/1996/827), in particular the tasks of the União Nacional para a Independência Total de Angola (UNITA) in paragraph 12 of resolution 1075 (1996).

To date, pledged contributions stand at $19.5 million, a significant improvement on the $1 million cited in my last report to the Council.
