وكنت قد أشرت في تقريري الثالث إلى أنه من المهم جدا وجود عدد كبير من نساء السكان اﻷصليين ضمن قوام أفراد الشرطة المدنية والعاملين في الجهاز القضائي وغير ذلك من فروع اﻹدارة العامة ليتسنى بذلك دفع عملية تحقيق التحول في العلاقات بين الدولة والسكان اﻷصليين وبين هؤلاء والسكان غير اﻷصليين.

84. In my third report, I urged all political parties, particularly the Government party, to expedite adoption of the bill containing the proposed amendments to the Elections and Political Parties Act, which had been submitted by the Supreme Electoral Tribunal on the basis of the broad agreement reached within the Electoral Reform Commission.

In my third report to the Security Council on the United Nations Mission in the Central African Republic (MINURCA), dated 18 December 1998 (S/1998/1203), I invited the Council to consider extending the mandate of MINURCA with its existing structure and overall strength until the presidential elections scheduled to take place in the latter half of 1999.

2. In my third report to the Security Council on the situation in the Central African Republic, dated 2 July 2001 (S/2001/660), I stressed that the attempted coup d'état of 28 May 2001 had seriously destabilized the political, economic, social and security situation in the Central African Republic.

In November 2002, in my third report to the Security Council on the protection of civilians in armed conflict, I highlighted three emerging challenges: (a) gender-based violence in humanitarian crises and conflict situations; (b) the harmful consequences of the commercial exploitation of conflict; and (c) the escalating threat of global terrorism.
