1. The present report has been prepared in response to Economic and Social Council resolution 1991/97, in which the Secretary-General was requested to undertake a study to assess the extent of the problem of land degradation and its effects on the peoples of the region and to provide a framework for national and international cooperative efforts to tackle this problem in its physical and human dimensions.

(b) A stronger focus is needed on the integration and strengthening of national and international cooperative networks so as to facilitate the exchange of ideas, experiences and good practices, as well as the provision of technical, legal and institutional assistance.

In Botswana, the Department of Cooperative Development in collaboration with national and international cooperative organizations is implementing resolutions of the ICA Regional Assembly for Africa (Mauritius, September 2002) and the African Ministerial Conference (Uganda, November 2002) on member empowerment and capacity-building, human resources development policy, youth, gender, people with disabilities, and research and development.
