The development of democratic processes and the protection of human rights fall within the remit of the National Institute for Democracy and Human Rights. The Institute works to translate into reality conceptual programmes for the democratic transformation of Turkmenistan; further strengthen Turkmen statehood; improve the legal system; and ensure protection of citizens' rights and the development of civil society.

80. The National Institute for Democracy and Human Rights regularly issues the magazine, Demokratiya i pravo (Democracy and Law) in three languages (Turkmen, Russian and English).

The Committee regrets that the existing national protection mechanisms within the Office of the President, including the National Institute for Democracy and Human Rights and the State Commission to Review Citizens' Complaints on the Activities of Law Enforcement Agencies do not comply with the Paris Principles, especially in respect of their composition of membership and lack of independence (arts. 2, 11 and 13).

65. In October 2009, a seminar was organized in Ashgabat by the OSCE Centre in conjunction with the National Institute for Democracy and Human Rights to consider international legal acts which ensure and protect gender equality; the improvement of national legislation to take the gender perspective into account; and mechanisms for enforcing the law and conducting further monitoring.
65- وفي تشرين الأول/أكتوبر 2009، نظم المركز ندوة منظمة الأمن والتعاون في عشق أباد، وذلك بالتعاون مع المعهد الوطني للديمقراطية وحقوق الإنسان. وخلال الندوة نوقشت الصكوك القانونية الدولية التي تضمن حماية وتعزيز المساواة بين الجنسين، والقضايا المتصلة بتحسين التشريعات الوطنية فيما يتعلق بالشؤون الجنسانية، فضلاً عن آليات تطبيق القانون وتنفيذ مزيد من الرصد.

67. On 13 - 14 April 2009 the National Institute for Democracy and Human Rights, together with the Ministry of Foreign Affairs and the United Nations Population Fund, held a conference on international standards in the elaboration of gender policy.
67- وبالتعاون مع وزارة الخارجية وصندوق الأمم المتحدة للسكان، نظم المعهد الوطني للديمقراطية وحقوق الإنسان في 13 و14 نيسان/أبريل 2009، مؤتمراً دولياً حول " المعايير الدولية لوضع سياسة للمساواة بين الجنسين " .

(24) While noting the operation of the National Institute for Democracy and Human Rights under the President of Turkmenistan, the Committee is not clear regarding the current efforts to establish an independent national human rights institution, in conformity with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles) (art. 2).

5. CAT regretted that the existing national protection mechanisms within the Office of the President, including the National Institute for Democracy and Human Rights and the State Commission to Review Citizens' Complaints on the Activities of Law Enforcement Agencies, do not comply with the Paris Principles.

55. A joint project initiated by the Government of Turkmenistan is currently being carried out by the National Institute for Democracy and Human Rights in conjunction with the European Commission, OHCHR and UNDP to build Turkmenistan's national capacities for the promotion and protection of human rights and to strengthen the constructive dialogue in that regard.
55- في الوقت الحاضر واستناداً لعمل المعهد الوطني التركماني للديمقراطية وحقوق الإنسان وعملاً على تعزيز حوار بناء حول حقوق الإنسان، يجري العمل على تنفيذ مشروع مشترك بين المفوضية الأوروبية ومفوضية حقوق الإنسان وبرنامج الأمم المتحدة الإنمائي تحت عنوان " تعزيز قدرة تركمانستان لتعزيز حقوق الإنسان وحمايتها " ، وهو مشروع أطلقته الحكومة.
