The Committee welcomes the establishment in the Ministry of the Interior of the National Institute to Combat Discrimination, Xenophobia and Racism, which was given the responsibility by Act No. 242.515 of 28 July 1995 of developing national policies and practical measures to combat discrimination, xenophobia and racism.

Such a programme should be drawn up by the National Institute to Combat Discrimination, Xenophobia and Racism (INADI), INAI, the National Women's Council and the Human Rights Secretariat in conjunction with the relevant provincial bodies and steps should be taken to ensure the participation of indigenous people in that process.

4. Since 1995, a public body, the National Institute to Combat Discrimination, Xenophobia and Racism, had been engaged in combating all manifestations of oppression and intolerance through education, information and dialogue.

5. The Argentine Government states that on 5 July 1995 the Congress adopted Act No. 24,515 establishing the National Institute to Combat Discrimination, Xenophobia and Racism (INADI), as a decentralized entity under the Ministry of the Interior (see annex).

On the occasion of drawing up the present report and registering its express support for that of the Committee on Ethics in Science and Technology, the National Institute to Combat Discrimination, Xenophobia and Racism (INADI) considers it imperative to make some basic comments on various specific issues.

In 2010, the National Institute to Combat Discrimination, Xenophobia and Racism launched a programme entitled " Afrodescendants against Discrimination, Xenophobia and Racism " , which comprises actions to raise the profile and increase awareness of Afro-Argentine identity and culture.

The Education Department of the National Institute to Combat Discrimination, Xenophobia and Racism designs and implements positive actions to encourage respect for human rights, while providing the tools necessary to develop and strengthen comprehensive training for individuals and enable them to develop their own path in life.

In January 2003 the National Institute to Combat Discrimination, Xenophobia and Racism (INADI) asked the Committee on Ethics in Science and Technology to deliver an opinion on the resolution dated 26 July 2001 of the United Nations Economic and Social Council entitled " Genetic privacy and non-discrimination " .

538. It also notes that the National Institute to Combat Discrimination, Xenophobia and Racism has adopted important measures relating to bilingual and cross-cultural education, the integration of indigenous scholarship students in the traditional school system and financial assistance for projects to raise the standard of living of certain communities.
٥٣٨ - وهي تلاحظ أيضا أن المعهد الوطني لمناهضة التمييز وكراهية اﻷجانب والعنصرية قد اتخذ تدابير هامة في مجال التعليم الثنائي اللغة والمشترك بين الثقافات وإدماج الطلبة الحائزين من السكان اﻷصليين على منح دراسية في النظام التعليمي التقليدي وتقديم المساعدة المالية بغية إنجاز مشاريع لرفع مستوى معيشة بعض الجماعات.
