At this stage, therefore, the Secretary-General is requesting an appropriation of $19,112,600 net only, which is expected to cover the full cost of the international staff of the United Nations component plus 35 per cent of the estimated cost of the local support personnel and goods and services required for the joint mission.
٩ - ومن ثم فإن اﻷمين العام يطلب في هذه المرحلة رصد مبلغ قدره صافيا ٦٠٠ ١١٢ ١٩ دولار فقط، من المتوقع أن يغطي التكلفة الكاملة للموظفين الدوليين في العنصر التابع لﻷمم المتحدة علاوة على ٣٥ في المائة من التكلفة المقدرة لموظفي الدعم المحليين والسلع والخدمات المطلوبة للبعثة المشتركة.

5. The current authorized staffing of the United Nations component of the Mission consists of 116 staff, comprising 32 international staff, headed by a Deputy Executive Director and Chief of Section on Judicial Affairs and Institution-building at the D-1 level, 80 staff at the local level and 4 United Nations Volunteers.
٥ - ويتألف ملاك الوظائف المأذون به لعنصر اﻷمم المتحدة في البعثة من ١١٦ موظفا منهم ٣٢ موظفا دوليــا يرأسهم نائب للمدير التنفيذي، ورئيس قســم معني بالشؤون القضائية وبناء المؤسسات من الرتبة مد - ١ و ٨٠ موظفا من الرتبة المحلية و ٤ من متطوعي اﻷمم المتحدة وهو ما يوضحه الجدول التالي:

8. Recommends to the General Assembly to review all aspects of the mandate and operations of the International Civilian Mission in Haiti in the light of the situation in Haiti and to consider renewing the mandate of the United Nations component of the Mission;
٨ - يوصي الجمعية العامة بأن تعيد النظر في جميع جوانب ولاية وعمليات البعثة المدنية الدولية في هايتي، على ضوء الحالة في هايتي، وأن تنظر في تجديد مكون اﻷمم المتحدة في تلك البعثة؛

The European Union therefore supports the extension of the United Nations component of MICIVIH for a period of one year with the current mandate and staff level, as recommended by the Secretary-General and requested earlier by the President of Haiti.

5. The United Nations component of MICIVIH was reduced in February from 87 to 32 observers.

Noting with satisfaction that, in its resolution 52/174 of 18 December 1997, the General Assembly renewed the mandate of the United Nations component of the International Civilian Mission in Haiti of the Organization of American States and the United Nations,

2. Decides to authorize, on the basis of the above recommendation, the renewal of the mandate of the United Nations component of the International Civilian Mission to Haiti until 31 December 1999, according to the terms of reference and modalities under which the Mission is operating;
٢ - تقرر أن تأذن، على أساس التوصية الواردة أعلاه، بتجديد ولاية عنصر اﻷمم المتحدة في البعثة المدنية الدولية في هايتي حتى ١٣ كانون اﻷول/ ديسمبر ٩٩٩١، وفقا للصلاحيات والطرائق التي تعمل البعثة بموجبها؛

4. The Advisory Committee recalls that under operative paragraphs 1 and 2 of draft resolution A/53/L.57, the General Assembly would renew the participation of the United Nations in MICIVIH, and the mandate of the United Nations component of the Mission would be extended until 31 December 1999.
٤ - وتشير اللجنة الاستشارية إلى أن الجمعية العامة ستجدد، بموجب الفقرتين ١ و ٢ من منطوق مشروع القرار A/53/L.57، مشاركة اﻷمم المتحدة في البعثة المدنية الدولية في هايتي، وستمدد ولاية عنصر اﻷمم المتحدة في البعثة إلى ٣١ كانون اﻷول/ ديسمبر ١٩٩٩.

The draft resolution welcomes the recommendation of the Secretary-General in his most recent report on the situation of democracy and human rights in Haiti to extend the mandate of the United Nations component of the International Civilian Mission to Haiti until 31 December 1999.
ويرحب مشروع القرار بتوصية اﻷمين العام في آخر تقرير له عن حالة الديمقراطية وحقوق اﻹنسان في هايتي، بتمديد ولاية عنصر اﻷمم المتحدة في البعثة المدنية الدولية في هايتي حتى ٣١ كانون اﻷول/ يسمبر ١٩٩٩.

27. Although Mexico was not a sponsor of draft resolution A/50/L.67, it firmly supported the renewal of the mandate of the United Nations component of MICIVIH with the goal of consolidating Haitian institutional reconstruction.
٧٢ - وقال إنه رغم أن المكسيك لم تكن مقدمة لمشروع القرار A/50/L.67 إلا أنها تؤيد بشدة تمديد ولاية العنصر التابع لﻷمم المتحدة في البعثة المدنية الدولية في هايتي بهدف تعزيز إعادة بناء المؤسسات في هايتي.

In the same resolution, the Assembly also decided to authorize the extension of the mandate of the United Nations component of the Mission until 7 February 1996, according to the terms of reference and modalities under which the Mission was operating.
وفي القرار نفسه، قررت الجمعية العامة كذلك أن تأذن بتمديد ولاية العنصر التابع لﻷمم المتحدة في البعثة حتى ٧ شباط/فبراير ١٩٩٦، وفقا للصلاحيات والوسائل التي تعمل البعثة بموجبها.
