This was explicitly reported by 17 organizations in their response to the questionnaire (see Annex I). In the case of the United Nations, while the RBM approach has been adopted for the internal work plan and the programme budget, its formal use in the United Nations Strategic Framework (UNSF) is lagging due to the latter's rigid approval process.
