(a) United Nations units will seek legal advice, support and services concerning the legal rights and obligations of the Organization in respect of the day-to-day administration of their mandates and programmes;

The reduction in the gross budget for common services operated by the United Nations Office at Vienna had a deleterious effect on services to the United Nations, since budgetary reductions cannot be applied to objects of expenditure for common/joint services operated by IAEA or UNIDO and must therefore be spread over objects of expenditure which relate to the United Nations units only.
