Mindful of the continuing threat of natural disasters and similar emergency situations to vulnerable populations and communities worldwide,
وإذ يضع في اعتباره استمرار تهديد الكوارث الطبيعية وحالات الطوارئ المشابهة للتجمعات السكانية والمجتمعات المحلية المعرضة لها في أنحاء العالم،

" وإذ يساورها القلق بشأن المصاعب والعقبات التي قد يواجهها ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة في تلقي المساعدة الإنسانية،

The General Assembly reaffirmed in resolutions 43/131 and 45/100 that " the abandonment of the victims of natural disasters and similar emergency situations without humanitarian assistance constitutes a threat to human life and an offence to human dignity " .
وقد أكدت الجمعية العامة من جديد في قراريها 43/131 و45/100 أن " ترك ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة بلا مساعدة إنسانية يمثل خطراً على الحياة الإنسانية وإهانة لكرامة الإنسان " ().

General Assembly resolution 45/100 holds that " the abandonment of the victims of natural disasters and similar emergency situations without humanitarian assistance constitutes a threat to human life and an offence to human dignity " .
وينص قرار الجمعية العامة 45/100 على أن " التخلي عن ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة دون تقديم المساعدة الإنسانية لهم يشكل تهديداً لحياة الإنسان وإهانة للكرامة البشرية " ().

وقد أكدت الجمعية العامة في قراريها 43/131 و45/100 أن " ترك ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة بلا مساعدة إنسانية يمثل خطراً على الحياة الإنسانية وإهانة لكرامة الإنسان " ().

In the words of the General Assembly, " the abandonment of the victims of natural disasters and similar emergency situations without humanitarian assistance constitutes a threat to human life and an offence to human dignity "
وحسبما ذكرته الجمعية العامة، فإن ' ' ترك ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة بلا مساعدة إنسانية يمثل خطرا على الحياة الإنسانية وإهانة لكرامة الإنسان " ().

As the General Assembly notes in resolution 45/100, " the abandonment of the victims of natural disasters and similar emergency situations without humanitarian assistance constitutes a threat to human life and an offence to human dignity " .
وحسب ما أوردته الجمعية العامة في القرار 45/100، " فإن ترك ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة بلا مساعدة إنسانية يمثل خطرا على الحياة الإنسانية وإهانة لكرامة الإنسان " ().

The General Assembly was keen in recognizing as much, when in resolution 43/131 (Humanitarian assistance to victims of natural disasters and similar emergency situations) it stated:
وقد حرصت الجمعية العامة على الاعتراف بذلك، فقد ذكرت في القرار 43/131 (تقديم المساعدة الإنسانية إلى ضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة) ما يلي:

General Assembly resolutions 43/131 and 45/100, on humanitarian assistance to victims of natural disasters and similar emergency situations, emphasize that " in the event of natural disasters and similar emergency situations, the principles of humanity, neutrality and impartiality must be given utmost consideration by all those involved in providing humanitarian assistance " .
ويؤكد قرارا الجمعية العامة 43/131 و 45/100 المتعلقان بتقديم المساعدة الإنسانية لضحايا الكوارث الطبيعية وحالات الطوارئ المماثلة على أنه ' ' في حالات الكوارث الطبيعية وحالات الطوارئ المماثلة يجب أن تكون مبادئ الإنسانية والحيدة والنزاهة فوق كل اعتبار لدى جميع من يقدمون مساعدة إنسانية``().
