181. The effective implementation by flag States of the obligations they have assumed under a number of instruments relating to the safety of navigation and the protection of the marine environment from vessels has been an issue which has received priority attention within IMO over the last few years.

75. Capacity-building. IHO notes that both paragraphs 30 and 35 of General Assembly resolution 57/141 relate directly to the need to increase the capacity of States to provide an enhanced hydrographic capability to ensure the safety of navigation and the protection of the marine environment.
75 - بناء القدرات - وتحيط المنظمة الهيدروغرافية الدولية علما بأن الفقرتين 30 و 35 من قرار الجمعية العامة 57/141 تتصلان كلتاهما بشكل مباشر بضرورة زيادة قدرات الدول على توفير مقدرة هيدروغرافية معززة تكفل سلامة الملاحة وحماية البيئة البحرية.

30. The goal is for effective operation and cooperation among port States under regional MOUs to eventually create a global port State control network which would ban sub-standard ships posing threats to the safety of navigation and the protection and preservation of the marine environment.18

159. As regards maritime safety, the General Assembly, subsequent to the second meeting, invited IHO to provide the necessary assistance to States in order to enhance hydrographic capability to ensure, in particular, the safety of navigation and the protection of the marine environment.

319. Flag States are responsible for ensuring that the regime for the safety of navigation and the protection and preservation of the marine environment beyond areas of national jurisdiction, as provided for in UNCLOS and relevant IMO conventions and other legal instruments, is effectively implemented and enforced.
319 - ودول العَلَم مسؤولة عن ضمان التنفيذ والإعمال الفعالين لنظام سلامة الملاحة وحماية البيئة البحرية وحفظها خارج مناطق الولاية الوطنية كما هو منصوص عليه في اتفاقية قانون البحار وفي اتفاقيات المنظمة البحرية الدولية ذات الصلة وفي غيرها من الصكوك القانونية().

The General Assembly, in its resolution 56/12 on " Oceans and the law of the sea " , invited IHO, in cooperation with other relevant international organizations and interested Member States, to provide the necessary assistance to States, in particular to developing countries, in order to enhance hydrographic capability to ensure, in particular, the safety of navigation and the protection of the marine environment.

In its resolutions 56/12 of 28 November 2001 and 57/141 of 12 December 2002, the Assembly invited IHO, in cooperation with other relevant international organizations and interested Member States, to provide the necessary assistance to States, in particular to developing countries, in order to enhance hydrographic capabilities to ensure, in particular, the safety of navigation and the protection of the marine environment.
ودعت الجمعية، في قراريها 56/12 المؤرخ 28 تشرين الثاني/ نوفمبر 2001 و 57/141 المؤرخ 12 كانون الأول/ديسمبر 2002، المنظمة الهيدروغرافية الدولية إلى القيام، بالتعاون مع غيرها من المنظمات الدولية ذات الصلة والدول الأعضاء المهتمة، بتقديم المساعدة اللازمة إلى الدول، وبوجه خاص إلى البلدان النامية، بهدف تعزيز القدرات الهيدروغرافية، الأمر الذي يكفل بوجه خاص سلامة الملاحة وحماية البيئة البحرية.

In particular, the ... Government recalls that Article 234 of that Convention applies within the limits of the exclusive economic zone or of a similar zone delimited in conformity with Article 57 of the Convention and that the laws and regulations contemplated in Article 234 shall have due regard to navigation and the protection and preservation of the marine environment based on the best available scientific evidence " .
وعلى وجه الخصوص، تشير الحكومة إلى أن المادة 234 من تلك الاتفاقية تنطبق في حدود المنطقة الاقتصادية الخالصة أو منطقة مماثلة تعيَّن حدودها وفقاً للمادة 57 من الاتفاقية، وأن القوانين واللوائح التي تنص عليها المادة 234 ينبغي أن تراعي على النحو الواجب الملاحة وحماية البيئة البحرية وصونها، بالاستناد إلى أفضل المعارف العلمية المتوفرة " .
