29. Mr. Ndimeni (South Africa) said that transparency did have a cost, as it was defined by technological standards.

4. At its first meeting, on 23 May 2011, the working group elected Luvuyo L. Ndimeni (South Africa) as its Chairperson-Rapporteur in the absence of the Permanent Representative of South Africa.

48. Mr. Ndimeni (South Africa) said that the follow-up to the Third World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance had proved to be a slow process, and the political will to implement the Durban Declaration and Programme of Action was woefully lacking.

10. Mr. Ndimeni (South Africa) said that gaps identified during the Working Group visit to South Africa had been rectified through a law which would enter into force shortly.

40. Mr. Ndimeni (South Africa), speaking in explanation of position, said that the question of extreme poverty and hunger was a priority for his country.

14. Mr. Ndimeni (South Africa) said that the Committee should abide by the rules of procedure of the General Assembly and vote in the sequence in which the draft resolutions were numbered.

5. At the same meeting, the Commission elected, by acclamation, Nina Saraswati Djajaprawira (Indonesia) and Luvuyo Lonsdale Ndimeni (South Africa) as Vice-Chairpersons, and also designated the Vice-Chairperson Victor Leu (Republic of Moldova) as Rapporteur.

Mr. Ndimeni (South Africa): We have in the recent past heard an increasing number of positive pronouncements by States and their leaders in relation to nuclear disarmament, as mentioned in our earlier statement during the general debate.

36. Mr. Ndimeni (South Africa) said that his delegation appreciated the cross-cutting nature of the report and welcomed the adoption of the Human Rights Council resolution 12/24 on access to medicine, which had been sponsored by Brazil.

27. Mr. Ndimeni (South Africa) wondered whether Member States actually had any choice, in view of the cost of elections and the pressure placed on Member States to ensure their fairness and transparency.

48. Mr. Ndimeni (South Africa) asked how the financial crisis had affected the exercise of the right to adequate housing, and which of the States and nonState actors involved had violated that right as a result of the crisis.

50. Mr. Ndimeni (South Africa) suggested that given the emphasis on the question at the General Assembly in particular, the Special Rapporteur could examine the impact of the financial crisis in greater detail in the future.
