21. In keeping with paragraph 6 of resolution 1765 (2007), the Special Representative will have to certify that all stages of the electoral process provided all the necessary guarantees for the holding of open, free, fair and transparent legislative elections in accordance with international standards.

(a) To verify, on behalf of the international community, that all stages of the electoral process, including the establishment of a register of voters and the issuance of voters' cards, provide all the necessary guarantees for the holding of open, free, fair and transparent presidential and legislative elections within the time limits laid down in the Constitution of the Republic of Côte d'Ivoire,

I have the honour to refer to paragraph 6 of Security Council resolution 1765 (2007) in which the Council decided that the Special Representative of the Secretary-General for Côte d'Ivoire shall certify that all stages of the electoral process provide all the necessary guarantees for the holding of open, free, fair and transparent presidential and legislative elections in accordance with international standards.
