31. In addressing the needs and requirements of countries with areas of low forest cover or with low forest cover overall, particularly developing countries, the Panel may wish to consider the proposals outlined below.

It is also evident that the same process can be applied effectively to the diagnosis of any other changes in the quantity and quality of forest cover such as those addressed under Panel programme elements I.4 (Fragile ecosystems affected by desertification, and the impact of airborne pollution on forests) and I.5 (needs and requirements of countries with low forest cover).

At its third session, the Commission on Sustainable Development defined the programme element as the need to " propose measures to address the needs and requirements of countries with low forest cover in order to promote the activities aimed at conserving the existing coverage, with particular reference to the unique types of forests " . 1/
وقد حددت لجنة التنمية المستدامة في دورتها الثالثة العنصر البرنامجي بأنه يتمثل في الحاجة الى " اقتراح التدابير اللازمة لمعالجة احتياجات ومتطلبات البلدان المحدودة الغطاء الحرجي، وذلك من أجل تشجيع اﻷنشطة الرامية الى حفظ الغطاء المتوفر في الوقت الراهن، مع الاهتمام بصفة خاصة باﻷنواع الفريدة من اﻷحراج " )١(.
