Mr. Ngongi also hopes that these statements will contribute to removing the persistent tension in the north-east of the Democratic Republic of the Congo, and urges all parties to continue their efforts within the framework of the peace process.

In all his meetings Mr. Ngongi emphasized that the current fighting was a clear violation of the Lusaka Ceasefire Agreement, called for an immediate halt to the hostilities and urged that the territorial boundaries of each of the two factions be respected.
وأكد السيد نغونغي في جميع اجتماعاته، أن القتال الجاري انتهاك واضح لاتفاق لوساكا لوقف إطلاق النار، ودعا إلى الوقف الفوري لأعمال القتال وحث على احترام الحدود الإقليمية لكلا الفصيلين.

In reaction to this, RCD-Goma decided to relieve him of his dilemma by informing the Secretary-General that it would no longer deal with Mr. Ngongi and that for the good of MONUC it would be better if he was replaced.

Mr. Ngongi's tireless efforts, for which I am particularly grateful, have contributed considerably to the recent progress in the peace process in the Democratic Republic of the Congo, which is now entering a new phase, following the endorsement of the Global and All-Inclusive Agreement on the Transition in the Democratic Republic of the Congo by the participants of the Inter-Congolese Dialogue.

The mission also expressed its full support for the efforts of Special Representative Ngongi to meet with representatives of RCD (Goma), the Government and RCD (K/ML) to conclude an agreement on mutual disengagement and local confidence-building measures.
وأعربت البعثة أيضا عن دعمها التام لجهود الممثل الخاص نغونغي من أجل لقاء ممثلي التجمع الكونغولي من أجل الديمقراطية (غوما)، والحكومة والتجمع الكونغولي من أجل الديمقراطية (كيسنغاني/حركة التحرير) لعقد اتفاق بشأن فض الاشتباك والتدابير المحلية لبناء الثقة.

2. Concerning the call made by the RCD-Goma to the Secretary-General of the United Nations to withdraw his Special Representative, the Government of Rwanda wishes to inform the Security Council that this was a result of a report made by Mr. Ngongi to the United Nations in which he stated that, in his view, RCD-Goma had disintegrated and was no longer a factor in the Congolese equation.
2 - أما فيما يتعلق بالدعوة التي وجهها التجمع الكونغولي من أجل الديمقراطية - غوما إلى الأمين العام للأمم المتحدة لسحب ممثله الخاص، فإن حكومة رواندا تود إعلام مجلس الأمن بأن هذه الدعوة أتت نتيجة للتقرير الذي قدمه السيد نغونغي إلى الأمم المتحدة والذي اعتبر فيه أن التجمع الكونغولي من أجل الديمقراطية - غوما قد انْحلَّ وأنه لم يعد يشكل أحد عناصر المعادلة الكونغولية.

On 16 May, in a letter to the President (S/2003/562), the Secretary-General informed the Council about the appointment of William Lacy Swing (United States of America) as his Special Representative for the Democratic Republic of the Congo, succeeding Amos Namanga Ngongi (Cameroon) with effect from 1 July 2003.
وفـــي 16 أيـــار/مايو، وفي رسالة إلى رئيس المجلس (S/2003/562)، أبلغ الأمين العام المجلس بتعيين السيد وليام سوينغ (الولايات المتحدة الأمريكية) ممثلا خاصا له في جمهورية الكونغو الديمقراطية، ليحل محل الممثل الخاص للأمين العام السيد أموس نامنغا إنغونغي (الكاميرون)، اعتبارا من 1 تموز/يونيه 2003.
