وإذ يؤكد من جديد أنه يجوز لجميع الشعوب، سعياً إلى تحقيق أهدافها الخاصة، أن تتصرف في ثرواتها ومواردها الطبيعية بحرية دون الإخلال بأي التزامات منبثقة عن التعاون الاقتصادي الدولي القائم علي مبدأ المنفعة المتبادلة وعن القانون الدولي، وأنه لا يجوز بأي حال حرمان أي شعب من أسباب عيشه الخاصة،

٤- تؤكد من جديد أيضاً أنه ينبغي ألا تستخدم السلع الضرورية، مثل اﻷغذية واﻷدوية، أدوات للقسر السياسي، وأنه لا يجوز بأي حال من اﻷحوال حرمان أي شعب من وسائل عيشه؛

As noted above, the Covenant states that " [i]n no case may a people be deprived of its own means of subsistence " (art. 1).
