٩ - أعرب مجلس اﻷمن، في الفقرة ٣ من قراره ١٠٥٣ )١٩٩٦( المؤرخ ٢٣ نيسان/أبريل ١٩٩٦، عن تصميمه على ضرورة تنفيذ الحظر المفروض على بيع أو توريد اﻷسلحة واﻷعتدة ذات الصلة إلى القوات غير الحكومية لاستخدامها في رواندا تنفيذا كاملا وفقا للقرار ١٠١١ )١٩٩٥(.

A good mechanism is in place to deprive non-governmental forces in Sierra Leone of getting arms and ammunition and for monitoring the arms procurement by the Government of Sierra Leone under resolution 1171 of the United Nations Security Council. No such restrictions, however, exist for Guinea.

At this moment a ministerial order is being prepared by the Government of the Netherlands which penalizes violation of common position No. 1998/409/GBVB, prohibiting the sale and supply of arms to non-governmental forces in Sierra Leone, following Security Council resolution 1171 (1998).

At the 3889th meeting of the Security Council, on 5 June 1998, the Council unanimously adopted resolution 1171 (1998), in which, inter alia, it terminated the prohibitions contained in paragraphs 5 and 6 of resolution 1132 (1997), and imposed prohibitions on the sale and supply of arms and related matériel to non-governmental forces in Sierra Leone.

Violations reported during armed conflict include severe forms of torture and other forms of ill-treatment inflicted on child civilians and children recruited into armed forces, allegedly by State as well as by non-governmental forces.
