The first is a one-to-one migration of the system to the new platform, while the second is the provision for non-Roman language support functions.

Phase 2 parallel operation would begin in December 2001; by January 2002, it should be possible to operate ODS in any one of the six official languages, thanks to Lotus Notes, which had language support for non-Roman languages.

43. Information providers will work in active partnership with the Department of Public Information and the Information Technology Services Division of the Department of Management to overcome any technical difficulties in the manipulation of non-Roman character sets (i.e., Arabic, Chinese and Russian) or of extended ASCII characters (i.e., accented vowels in French and Spanish) and to adhere to established standards.
