Notes with satisfaction that in the Conference on Disarmament there is no objection, in principle, to the idea of an international convention to assure nonnuclear-weapon States against the use or threat of use of nuclear weapons, although the difficulties with regard to evolving a common approach acceptable to all have also been pointed out;

As you are aware, during Senegal's term in the Chair we will be revisiting two major issues on the Conference's agenda, namely, effective international arrangements to assure nonnuclear-weapon States against the use or threat of use of nuclear weapons (item 4) and the comprehensive programme of disarmament (item 6).
وكما تعلمون، سنتناول مرة أخرى، خلال فترة رئاسة السنغال، مسألتين مهمتين ومدرجتين في جدول أعمال المؤتمر، وهما: الترتيبات الدولية الفعالة لتأمين الدول غير الحائزة لأسلحة نووية من استعمال الأسلحة النووية أو التهديد باستعمالها ضدها (البند 4)؛ والبرنامج الشامل لنزع السلاح (البند 6).

While considering the issue of effective international arrangements for assuring nonnuclear-weapon States against the use or threat of use of nuclear weapons, the Conference must also consider related and complementary proposals on reaching an understanding on no first use of nuclear weapons and negotiating a convention prohibiting the use of nuclear weapons in any circumstances.
وفي الوقت الذي يُنظر فيه في قضية الترتيبات الدولية الفعالة لإعطاء الدول غير الحائزة للأسلحة النووية ضمانات ضد استعمال الأسلحة النووية أو التهديد باستعمالها، يتعين على المؤتمر أيضاً أن ينظر في المقترحات ذات الصلة والتكميلية بشأن التوصل إلى تفاهم على عدم المبادرة باستخدام الأسلحة النووية والتفاوض على اتفاقية تحظر استعمال الأسلحة النووية أياً كانت الظروف.
