The Conference calls upon States which are not parties to this Convention to ratify, accept, approve or accede to, as appropriate, the Convention, thus contributing to the achievement of universal adherence to the Convention.
ويطلب المؤتمر إلى الدول غير الأطراف في هذه الاتفاقية أن تصدِّق عليها أو تقبلها أو توافق عليها أو تنضم إليها، حسب الاقتضاء، مساهمة بذلك في تحقيق الانضمام العالمي إلى الاتفاقية.

3. With regard to the financial arrangements, it will be recalled that, in accordance with article 14 (1) of the Convention, " the costs... shall be borne by the States Parties and States not parties to this Convention participating therein, in accordance with the United Nations scale of assessment adjusted appropriately " .
3- وفيما يتعلق بالترتيبات المالية، يُذكر أنه وفقاً للفقرة 1 من المادة 14 من الاتفاقية: " تتحمل تكاليف اجتماعات الدول الأطراف ... الدول الأطراف والدول غير الأطراف في الاتفاقية المشاركة فيها وفقاً لجدول الأنصبة المقررة للأمم المتحدة معدلاً على النحو الملائم " .

2- ويهيب المؤتمر بالدول غير الأطراف في هذه الاتفاقية أن تصدِّق عليها أو تقبلها أو توافق عليها أو تنضم إليها، حسب الاقتضاء، مساهمة بذلك في تحقيق الانضمام العالمي إلى الاتفاقية.

2. States not parties to this Convention, as well as the specialized agencies, non-governmental organizations and other competent organs, shall be entitled to be invited to attend the amendment conference as observers, in accordance with the agreed rules of procedure.
2 - يجوز دعوة الدول غير الأطراف في هذه الاتفاقية ودعوة الهيئات المتخصصة والمنظمات غير الحكومية وغيرها من الأجهزة المختصة للمشاركة في مؤتمر تنقيح الاتفاقية بصفة مراقب وفقا للقواعد الإجرائية المتفق عليها.

3. With regard to the financial arrangements, it will be recalled that, in accordance with article 14 (1) of the Convention, " the costs... shall be borne by the States Parties and States not parties to this Convention participating therein, in accordance with the United Nations scale of assessment adjusted appropriately " .
3- وفيما يتعلق بالترتيبات المالية، من الجدير بالذكر أنه وفقاً للفقرة 1 من المادة 14 من الاتفاقية: " تتحمّل تكاليف اجتماعات الدول الأطراف ... الدول الأطراف والدول غير الأطراف في هذه الاتفاقية المشاركة فيها، وفقاً لجدول الأنصبة المقررة للأمم المتحدة معدّلاً على النحو الملائم " .

2. Within [X] years of the entry into force of this Convention, Parties may introduce measures to prohibit or restrict the import of mercury-added products from States not parties to this Convention.
2 - يجوز للأطراف في غضون [x] سنوات من بدء نفاذ هذه الاتفاقية إدخال تدابير لحظر أو تقييد استيراد المنتجات المضاف إليها الزئبق من دول ليست أطرافاً في هذه الاتفاقية.

At both Conferences the States Parties called " upon States which are not parties to this Convention to ratify, accept, approve or accede, as appropriate, to the Convention, thus contributing to the achievement of universal adherence to the Convention " .
وفي كلا المؤتمرين، دعت الدولَ الأطراف " الدولَ التي ليست أطرافاً في هذه الاتفاقية إلى أن تصدق عليها أو تقبلها أو توافق عليها أو تنضم إليها، حسب الاقتضاء، مساهِمةً بذلك في تحقيق الانضمام العالمي للاتفاقية " .
