2. The Conference therefore calls on those remaining States not parties to the Treaty to accede to it, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices and to accept IAEA safeguards on all their nuclear activities.

1. In the course of the negotiations leading to the NPT, a delicate and balanced package of rights and obligations was introduced according to which non-nuclear-weapon States undertake not to acquire nuclear weapons, and to place their facilities under the safeguard agreements.
1 - خلال المفاوضات التي أدَّت إلى معاهدة عدم انتشار الأسلحة النووية قـُـدِّمت مجموعة حسـَّـاسة ومتوازنة من الحقوق والواجبات تتعهد بمقتضاها الدول غير الحائزة لأسلحة نووية بعدم اقتناء أسلحة نووية وبإخضاع مرافقها لاتفاقات الضمانات.

12. New supply arrangements for the transfer of source or special fissionable material or equipment or material especially designed or prepared for the processing, use or production of special fissionable material to non-nuclear-weapon States should require, as a necessary precondition, acceptance of IAEA full-scope safeguards and internationally legally binding commitments not to acquire nuclear weapons or other nuclear explosive devices.

There is a consensus that the world would be a safer place if the nuclear-weapon States respected their obligation to disarm and if the non-nuclear-weapon States adhered to their obligation not to acquire nuclear weapons.

All States parties should exercise their responsibility to control nuclear-related exports whatever their destination and give full effect to their commitment that new supply arrangements should require, as a necessary precondition, acceptance of the International Atomic Energy Agency's full-scope safeguards and international legally binding commitments not to acquire nuclear weapons or other nuclear explosive devices.
وينبغي أن تتحمل جميع الدول اﻷطراف مسؤوليتها عن مراقبة الصادرات ذات الصلة بالمواد النووية أيا كانت وجهتها وأن تنفذ بالكامل التزامها بأن الترتيبات اﻹمدادية الجديدة تستلزم، كشرط أساسي ضروري، قبول كامل نطاق ضمانات الوكالة الدولية للطاقة الذرية والالتزامات الدولية الملزمة قانونا بعدم حيازة اﻷسلحة النووية أو غيرها من أجهزة التفجير النووي.

6. The Conference therefore calls upon those remaining States not party to the Treaty to accede to it, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices and to accept IAEA safeguards on all their nuclear activities.

36. Regrettably, conditions were being attached to the security assurances given by nuclear-weapon States to those States which had voluntarily opted not to acquire nuclear weapons.
