12. Thus, the five permanent members of the Security Council, faced with ever more insistent demands by non-nuclear-weapon States for a legally binding instrument on negative security assurances, agreed to undertake, as a first step -- albeit with some reservations and in non-binding form -- not to use nuclear weapons against States parties to the Treaty or against any States that had ceased to manufacture or acquire such weapons.

(5) the Guarantors reaffirm, in the case of Ukraine, their commitment not to use nuclear weapons against any non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, except in the case of an attack on themselves, their territories or dependent territories, their armed forces, or their allies, by such a state in association or alliance with a nuclear weapon state;

With regard to guarantees not to use nuclear weapons or to threaten to use them, my Government believes that the active measures and arrangements of non-nuclear States will help to prevent the proliferation of those weapons. At the same time, such guarantees cannot be an alternative to the general and complete nuclear disarmament called for in article VI of the NPT.
فيما يخص الضمانات بعدم استعمال الأسلحة النووية أو التهديد باستعمالها، ترى حكومة بلدي أن التدابير والترتيبات الفعالة لإعطاء الدول غير الحائزة للأسلحة النووية هذه الضمانات من شأنها أن تسهم بشكل إيجابي في منع انتشار هذه الأسلحة، لكن في الوقت نفسه لا يمكن أن تعتبر هذه الضمانات بديلاً عن الهدف المتمثل في النزع التام والكامل للأسلحة النووية، الذي نصت عليه المادة (6) من معاهدة عدم الانتشار.

(b) They should reaffirm their previous commitments not to use nuclear weapons against non-nuclear-weapon States, to further diminish the perceived value of nuclear weapons, and secure robust international cooperation to staunch proliferation, formalizing such commitments in pending and future nuclear-weapon-free zones agreements.
(ب) ينبغي لها أن تؤكد مجددا التزاماتها السابقة بعدم استعمال الأسلحة النووية ضد الدول غير الحائزة لها، وأن تواصل التقليل من القيمة المتصورة للأسلحة النووية، وأن تحقق التعاون الدولي القوي لمنع الانتشار الذي يوثق به، مع إضفاء الطابع الرسمي على الالتزامات من هذا القبيل في اتفاقات المناطق الخالية من الأسلحة النووية المعلقة والمقبلة.
