4 - ترحب بالجهود المبذولة على الصعد الوطنية ودون الإقليمية والإقليمية لتنفيذ برنامج العمل، وتحيط علما بالتقارير الواردة من الاجتماعات التحضيرية الإقليمية لمناطق المحيط الهادئ والمحيط الأطلسي والمحيط الهندي والبحر الأبيض المتوسط وبحر الصين الجنوبي ومنطقة البحر الكاريبي للدول الجزرية الصغيرة النامية؛
