Before deciding to proceed to consideration in the absence of a report, the Committee will Notify the State party concerned of its intention to take up implementation of the Convention at a designated future session and invite that State party to submit the requested report before the designated session.
وقبل أن تقرر اللجنة المضي في النظر في تنفيذ الاتفاقية دون وجود تقرير، تخطر الدولة الطرف المعنية أنها تعتزم النظر في تنفيذ الاتفاقية في دورة مقبلة محددة وتدعوها إلى تقديم التقرير المطلوب قبل تاريخ عقد تلك الدورة.

(a) If a State party has submitted a report but does not send a delegation to the Committee, the Committee may Notify the State party of the date on which it intends to consider the report or may proceed to consider the report at the meeting that had been initially scheduled;
(أ) إذا قدمت دولة طرف ما تقريرا ولكنها لم ترسل وفداً إلى اللجنة، يمكن للجنة أن تخطر الدولة الطرف بالموعد الذي تعتزم فيه أن تنظر في التقرير، أو يمكن لها أن تمضي قدماً في النظر في التقرير في الجلسة التي يكون قد سبق تحديد موعدها؛

2. If a State party is significantly overdue in the submission of a report, the Committee may, pursuant to article 36, paragraph 2, of the Convention, Notify the State party concerned of the need to examine the implementation of the present Convention in that State party, on the basis of reliable information available to the Committee, if the relevant report is not submitted within three months following the notification.
2- إذا تأخرت دولة طرف تأخراً كبيراً في تقديم تقرير، جاز للجنة، عملاً بالفقرة 2 من المادة 36 من الاتفاقية، أن تُحظر الدولة الطرف المعنية بضرورة فحص سير تنفيذ الاتفاقية في تلك الدولة الطرف، استناداً إلى معلومات موثوق بها تتاح للجنة، إذا لم يُقدم التقرير ذو الصلة في غضون ثلاثة أشهر من توجيه الإخطار.

The Committee may Notify the State party concerned, through the Secretary-General, that it intends, on a date specified, to examine in public session the measures taken by the State party to implement its obligations under the Convention in the absence of a report, and adopt concluding observations.
3- يجوز للجنة أن تخطر الدولة الطرف المعنية، عن طريق الأمين العام، بأنها تعتزم أن تدرس في موعد محدد، في جلسة علنية ودون وجود تقرير، التدابير التي اتخذتها الدولة الطرف لتنفيذ التزاماتها بموجب الاتفاقية وأن تعتمد ملاحظات ختامية.

(b) When the State party has not presented a report, the Committee may, at its discretion, Notify the State party of the date on which the Committee proposes to examine the measures taken by the State party to implement the rights guaranteed under the Covenant:
(ب) عندما لا تكون الدولة الطرف قد قدمت تقريراً، يجوز للجنة، إذا ما استنسبت ذلك، أن تخطر الدولة الطرف بالموعد الذي تعتزم فيه بحث التدابير المتخذة من قبل الدولة الطرف لإعمال الحقوق المكفولة بمقتضى العهد:
