14. While noting the entry into force of the new Asylum Act in June 2012, the Committee is concerned that the new Act does not provide for facilitated naturalization of refugees and stateless persons (art. 5).

12. While noting the entry into force in 2012 of the Law on Probation, the Committee is concerned that article 158 of the Criminal Punishment Enforcement Code prohibits life-sentenced prisoners from being released on parole unless the life sentence is replaced by fixed-term imprisonment.
12- بينما تلاحظ اللجنة دخول القانون المتعلق بالإفراج المشروط حيز النفاذ في عام 2012، يساورها القلق لأن المادة 158 من قانون إنفاذ العقوبات الجنائية يحظر الإعفاء عن السجناء المحكوم عليهم بالسجن المؤبد ما لم تُستبدَل عقوبة السجن المؤبد بالحبس المحدد المدة.

8. While noting the entry into force of the Moscow Treaty, stresses that reduction in deployments and in operational status cannot substitute for irreversible cuts in nuclear weapons and their total elimination; calls upon the United States and the Russian Federation to apply the principles of transparency, irreversibility and verifiability to further reduction of their nuclear arsenals, both warheads and delivery systems, under the Treaty.
8 - وفي حين تلاحظ دخول معاهدة موسكو حيز النفاذ، فإنها تشدد على أن تخفيض عملية النشر وحالة الاستنفار لا يمكن أن يمثِّل بديلا عن التخفيضات التي لا رجعة فيها في الأسلحة النووية وإزالتها بالكامل؛ وتهيب بالولايات المتحدة والاتحاد الروسي أن يطـبّقا مبادئ الشفافية وعدم إمكانية العودة وإمكانية التحقق من أجل مواصلة تخفيض ترساناتهما النووية من الرؤوس الحربية وأنظمة إيصالها على السواء، بموجب المعاهدة.

Access to citizenship 11. While noting the entry into force in 2008 of the revision to the Act on the Acquisition and Loss of Liechtenstein Citizenship (Citizenship Act), the Committee is concerned that there have been no changes in the facilitated naturalization procedure requiring 30 years of residence and ordinary naturalization procedures subject to municipal popular votes (art. 2).
11- بينما تلاحظ اللجنة بدء نفاذ تنقيح القانون المتعلق باكتساب جنسية ليختنشتاين وفقدانها (قانون الجنسية) في عام 2008، يساورها القلق من عدم إدخال تغييرات على إجراء اكتساب الجنسية الميسَّر الذي يتضمن شرط الإقامة لمدة 30 عاماً وعلى إجراءات التجنّس العادية التي تخضع للتصويت الشعبي على مستوى البلديات (المادة 2).
