The number of reports of States parties and related analyses and observations by OHCHR thereon exceed the capacity of treaty bodies to consider them in a timely manner, resulting in a backlog of submissions pending consideration.
ويفوق عدد تقارير الدول الأطراف والتحليلات والملاحظات المقدمة من مفوضية الأمم المتحدة لحقوق الإنسان قدرة هيئات المعاهدات على النظر في هذه التقارير في الوقت المحدد لذلك، مما يسفر عن تراكمات في التقارير التي ينبغي النظر فيها.

Concerned at the significant number of reports of States parties awaiting consideration and that the information contained therein will become obsolete, and as a measure to encourage States parties to submit their reports in a timely manner, the Committee requests the General Assembly to:
وإذ تشعر اللجنة بالقلق لكثرة عدد تقارير الدول الأطراف التي تنتظر النظر فيها ولأن المعلومات الواردة في تلك التقارير ستصبح عتيقة، وكإجراء لتشجيع الدول الأطراف على تقديم تقاريرها في الوقت المحدد، فإنها تطلب إلى الجمعية العامة:

The Committee would consider the reports of States parties during its regular sessions, in two parallel chambers, each consisting of nine members of the Committee, taking due account of equitable geographical distribution, thereby increasing the number of reports of States parties to be examined from 10 to 16 per session, which, over four sessions, would result in an increase in the number of reports considered from 40 to 64 reports.
وستنظر اللجنة في تقارير الدول الأطراف خلال دوراتها العادية، في إطار فريقين متوازيين، يتألف كل واحد منهما من تسعة أعضاء في اللجنة، مع مراعاة التوزيع الجغرافي العادل، مما سيزيد عدد تقارير الدول الأطراف التي سيُنظر فيها من 10 إلى 16 في كل دورة، وهو ما سيسفر، على مدى أربع دورات، عن زيادة في عدد التقارير المنظور فيها من 40 إلى 64 تقريرا.

3. Also decides to assess the situation regarding the meeting time of the Committee at its sixty-fifth session on the basis of an evaluation made by the Office of the United Nations High Commissioner for Human Rights, taking into account a more comprehensive approach towards the backlog of human rights treaty bodies and the increasing number of reports of States parties to the human rights conventions;
3 - تقرر أيضا أن تُقيّم، في دورتها الخامسة والستين، الوضع فيما يتعلق بموعد اجتماع اللجنة، استنادا إلى تقييم تجربة مفوضية حقوق الإنسان، مع إيلاء الاعتبار لاتباع نهج أكثر شمولا إزاء المتأخرات في الهيئات المنشأة بمعاهدات حقوق الإنسان، وإزاء تزايد عدد تقارير الدول الأطراف في اتفاقيات حقوق الإنسان؛

Welcoming the efforts made by the Committee to improve the efficiency of its working methods, in particular its decision to consider, on a temporary basis, periodic reports over two meetings, with a view to increasing the number of reports of States parties considered by the Committee in order to reduce the current backlog, and encouraging sustained efforts by the Committee to improve the efficiency of its working methods,
وإذ يرحب بالجهود التي تبذلها اللجنة من أجل زيادة فعالية أساليب عملها، وبخاصة قرارها أن تنظر، بصفة مؤقتة، في التقارير الدورية المقدمة خلال اجتماعين، بغرض زيادة عدد تقارير الدول الأطراف التي تنظر فيها اللجنة من أجل تقليص عدد التقارير المتراكمة حاليا، وإذ يشجع اللجنة على مواصلة جهودها لزيادة فعالية أساليب عملها،

Recalling its resolutions 66/254 of 23 February 2012 and 66/295 of 17 September 2012 on the intergovernmental process of the General Assembly on strengthening and enhancing the effective functioning of the human rights treaty body system, and recognizing in this regard that a longterm solution to the problem of the increasing number of reports of States parties to the Convention can be found in this context,
وإذ تشير إلى قراريها 66/254 المؤرخ 23 شباط/فبراير 2012 و 66/295 المؤرخ 17 أيلول/سبتمبر 2012 المتعلقين بالعملية الحكومية الدولية التابعة للجمعية العامة المعنية بتدعيم وتعزيز فعالية أداء نظام الهيئات المنشأة بموجب معاهدات حقوق الإنسان، وإذ تقر في هذا الصدد بأن من الممكن إيجاد حل طويل الأجل في هذا السياق لمشكلة تزايد عدد تقارير الدول الأطراف في الاتفاقية،

This statement is to confirm to the Committee that the additional meeting time required would allow the Committee to consider reports in two parallel chambers, consisting of nine members each, during its regular sessions, thereby increasing the number of reports of States parties to be examined from 10 to 16 per session which would result in an increase in the number of reports considered from 40 to 64 reports.
2- والغرض من هذا البيان أن يؤكد للجنة أن وقت الاجتماعات الإضافي الذي طلبته سيتيح لها النظر في التقارير في إطار فريقين متوازيين يتألف كل منهما من تسعة أعضاء خلال دوراتها العاديـة، وبالتالي، زيادة عدد تقارير الدول الأطراف التي تنظر فيها من 10 تقارير إلى 16 تقريراً في الدورة الواحـدة، ما سيؤدي إلى زيادة عدد التقارير التي يتم النظر فيها من 40 إلى 64 تقريراً.
