إذا أصبح اثنان من مواطني دولة طرف مؤهلين للعضوية، تكون العضوية للمرشح الذي حصل على أكبر عدد من الأصوات.

وينتخب بعدد لا يتجاوز عدد المناصب المقرر شغلها، المرشحون الذين يحصلون على أغلبية الأصوات المدلى بها وأكبر عدد من الأصوات.
