"object of dispute" - Translation from English to Arabic

What was usually at stake and what might be an object of dispute was not the decision regarding the legal effects of a promise as such, but the determination as to whether a given statement was really a promise or a political statement (political act).
وإن ما يتعلق به الأمر في العادة ليس ما يمكن أن يكون موضوع النزاع، وإنما تقرير ما إذا كان بيانٌ ما يشكِّل في الحقيقة وعداً أو بياناً سياسياًّ (أي فعلاً سياسياًّ).
