The Guiding Principles define " internally displaced persons " as " persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of natural or human-made disasters, and who have not crossed an internationally recognized State border " .
وتعرّف المبادئ التوجيهية " المشردين داخليا " بأنهم " أشخاص أو مجموعة من الأشخاص أكرهوا أو أُجبروا على الفرار من ديارهم أو أماكن إقامتهم الاعتيادية، أو على مغادرتها، لا سيما نتيجة لكوارث طبيعية أو ناجمة عن أنشطة بشرية، أو تفاديا لآثارها، لم يعبروا حدود الدولة المعترف بها دوليا " .

" النازحون " هم أشخاص أو مجموعات من الأشخاص اضطروا أو أجبروا على الفرار أو مغادرة ديارهم أو أماكن إقامتهم المعتادة، لا سيما نتيجة، أو بسبب، العواقب المترتبة على النزاع المسلح أو انتشار العنف أو انتهاك حقوق الإنسان أو الكوارث الطبيعية أو التي هي من صنع الإنسان، ودون خروج هؤلاء الأشخاص عن الحدود الوطنية المعترف بها دوليا.

According to the revised definition, the internally displaced are “persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of, or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border”.
وطبقاً للتعريف المنقح، يقصد بالمشردين داخلياً " اﻷشخاص أو مجموعات اﻷشخاص الذين حُملوا أو أُجبروا على الفرار أو على مغادرة ديارهم أو أماكن اقامتهم العادية، خاصة نتيجة، أو تجنباً ﻵثار نزاع مسلح، أو حالات من العنف الشامل، أو انتهاكات حقوق اﻹنسان، أو كوارث طبيعية أو من صنع اﻹنسان، ولم يعبروا حدود دولة معترف بها دولياً " .
