The Organization has generally maintained the practice of not observing elections to which it is providing technical assistance, so as not to be in the position of evaluating its own efforts.
وقد دأبت المنظمة عموما على عدم ممارسة مراقبة الانتخابات التي تقدم هي إليها مساعدة تقنية، وذلك كيلا تكون في موقف يتطلب منها تقييم جهودها الخاصة.

It is worth recalling that six years ago this Organization, for the first time in its history, participated in observing elections, and that happened in Nicaragua.

Generally speaking, the OAU would like its cooperation with the United Nations in observing elections to make it possible for there to be exchanges of information and training of staff, for the OAU member States to be provided with technical assistance and for there to be harmonization and cooperation in the field.

Acknowledges the aim of harmonizing the methods and standards of the many intergovernmental and non-governmental organizations engaged in observing elections, and in this regard expresses appreciation for the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, which elaborate guidelines for international electoral observation;
