(b) The Committee, on the basis of information obtained by the secretariat, while acting pursuant to its functions under the Convention, from Parties and submitted to the Committee by the Secretariat, decides that there is a need for an issue of general non-compliance to be examined and for a report on it to be made to the Conference of the Parties.
(ب) حين تقرر اللجنة، استناداً إلى المعلومات التي حصلت عليها الأمانة من الأطراف خلال اضطلاعها بالمهام المسندة إليها بموجب الاتفاقية، وقدمتها إلى اللجنة، أن هناك ما يدعو إلى دراسة قضية عدم امتثال عام وتقديم تقرير عنها إلى مؤتمر الأطراف.

The additional information obtained by the secretariat for the above determination is shared with the Committee with a view to reducing the number of holds placed on applications for lack of technical specifications.
ويتم تبادل المعلومات الإضافية التي تحصل عليها الأمانة العامة بشأن الحكم المذكور عاليه، مع اللجنة بغية تخفيض عدد حالات التعليق المفروضة على الطلبات لعدم توفر المواصفات التقنية.
