The purpose of the review for reinstatement of eligibility of a Party included in Annex I to the Convention to use the mechanism established under Articles 6, 12 and 17 is:
1- الهدف من استعراض إعادة أهلية أي طرف مدرج في المرفق الأول للاتفاقية لاستخدام الآلية المنشأة بموجب المواد 6 و12 و17 هو كما يلي:

13. If the emissions of a Party included in Annex I in the first commitment period are less than its assigned amount under this Article, this difference shall, on request of that Party, be recorded as the first commitment period surplus for that Party.
13- إذا كانت انبعاثات طرف مدرج في المرفق الأول في فترة الالتزام الأولى تقل عن الكمية المسندة له بموجب هذه المادة، يسجّل هذا الفارق، بناء على طلب ذلك الطرف، كفائض للطرف في فترة الالتزام الثانية.

13. If the emissions of a Party included in Annex I in the first commitment period are less than its assigned amount under this Article, this difference shall not be added to the assigned amount for that Party for the second commitment period.
13- إذا كانت انبعاثات طرف مدرج في المرفق الأول في فترة الالتزام الأولى تقل عن الكمية المسندة له بموجب هذه المادة، لا يضاف هذا الفارق إلى الكمية المسندة لذلك الطرف في فترة الالتزام الثانية.

Where the eligibility of a Party included in Annex I under Articles 6, 12 and 17 of the Protocol has been suspended under section XV, paragraph 4, the Party concerned may submit a request to reinstate its eligibility, either through an expert review team or directly to the enforcement branch.
2- إذا تم بموجب الفقرة 4 من القسم الخامس عشر تعليق أهلية طرف مدرج في المرفق الأول بموجب المواد 6 و12 و17 من البروتوكول، جاز للطرف المعني تقديم طلب لاستعادة أهليته، إما عن طريق فريق خبراء استعراض أو مباشرة إلى فرع الإنفاذ.

A quantified ceiling on the emissions limited and reduced through the mechanisms pursuant to Articles 6, 12 and 17 shall be initially set at 30 per cent of the effort required to meet the commitments of a Party included in Annex I. This ceiling may be reviewed periodically by the COP/MOP.
ويوضع حد كمي أقصى على الانبعاثات المحددة والمخفضة عن طريق الآليات وفقاً للمواد 6 و12 و17 مبدئياً بنسبة 30 في المائة من الجهود المطلوبة للوفاء بالتزامات أي طرف مدرج في المرفق الأول. ويجوز لمؤتمر الأطراف/اجتماع مؤتمر الأطراف أن يراجع هذا الحد الأقصى بصورة دورية.

27- إذا كان إجمالي المكافئ من ثاني أكسيد الكربون للانبعاثات البشرية المنشأ من المصادر والإزالات بالبواليع لطرف مدرج في المرفق الأول في فترة من فترات الالتزام يقل عن الكمية المسندة إليه بموجب هذه المادة، يضاف هذا الفارق، بناء على طلب ذلك الطرف، إلى الكمية المسندة إليه لفترات الالتزام اللاحقة.
