Upon the approval of a plan of work for exploitation for an entity other than the Enterprise, or upon receipt by the Council of an application for a joint-venture operation with the Enterprise, the Council shall take up the issue of the functioning of the Enterprise independently of the Secretariat of the Authority.
ولدى الموافقة على خطة عمل للاستغلال لكيان غير المؤسسة، أو لدى تلقي المجلس لطلب بشأن تشغيل مشروع مشترك مع المؤسسة، على المجلس أن يدرس مسألة ممارسة المؤسسة لوظائفها مستقلة عن أمانة السلطة.

They are: (a) Approval of a plan of work for exploitation (by any qualified entity, for any mineral resource and whether in a joint venture or not); or
(أ) الموافقة على خطة عمل للاستغلال (من طرف أي كيان مؤهل، وبخصوص أية موارد معدنية، سواء في إطار مشروع مشترك أم لا)؛

11.3 The data and information referred to in section 11.2 hereof shall also be submitted to the Secretary-General if, prior to the expiration of this contract, the Contractor applies for approval of a plan of work for exploitation or if the Contractor renounces its rights in the exploration area to the extent that such data and information relates to the renounced area.
١١-٣ ويقـدم المتعاقـد أيضا إلى اﻷمين العام البيانات والمعلومات المذكورة في الفقرة ١١-٢ أعلاه إذا ما قدم، قبل انتهاء هذا العقد، طلبا للموافقة على خطة عمل للاستغلال أو تنازل عن حقوقه في قطاع الاستكشاف بقدر ما تتعلق تلك البيانات والمعلومات بالقطاع المتنازل عنه. البند ٢١

Pursuant to paragraph 15 (a) and (b) of section 1 of the annex to the 1994 Agreement, which relates to article 162 (2) (o) (ii) of the Convention, the Council must adopt such regulations within two years of a formal request being made by any State whose national intends to apply for approval of a plan of work for exploitation.
فوفقاً لأحكام الفقرة 15 (أ) و (ب) من الفرع 1 من مرفق اتفاق عام 1994، المتصلة بالمادة 162 (2) (س) ' 2` من الاتفاقية، يجب على المجلس أن يعتمد هذا النظام في غضون سنتين من طلب رسمي تقدِّمه أي دولة يعتزم أي من رعاياها أن يتقدم بطلب للموافقة على خطة عمل للاستغلال.
