He recalled that paragraph 129 of General Assembly resolution 62/208 had emphasized that programme countries should have greater ownership in the evaluation of all forms of assistance.
وذكّر بأن الفقرة 129 من قرار الجمعية العامة 208/62 شددت على ضرورة زيادة تولي البلدان المستفيدة من البرامج زمام الأمر في تقييم جميع أشكال المساعدة.

4. Reiterates also its previous recommendations to Member States for the cessation of all forms of assistance and support for illegal Israeli activities in the Occupied Palestinian Territory, including Jerusalem, in particular settlement activities and actively to discourage activities that directly contribute to any construction or development of those settlements;
٤ - تؤكد من جديد أيضا توصياتها السابقة إلى الدول اﻷعضاء بوقف جميع أشكال المساعدة والدعم لﻷنشطة اﻹسرائيلية غير القانونية في اﻷرض الفلسطينية المحتلة، بمـا فيهـا القـدس، وخاصــة أنشطة الاستيطان، وأن تعمل بنشاط على تثبيط اﻷنشطة التي تسهم بشكل مباشر في أي أعمال بناء أو تطوير في تلك المستوطنات؛

129. 129 - تشدد على ضرورة زيادة تولي البلدان المستفيدة من البرامج زمام الأمر في تقييم جميع أشكال المساعدة وتوجيهها له، بما فيها المساعدة التي يقدمها جهاز الأمم المتحدة الإنمائي، وتطلب إلى جهاز الأمم المتحدة الإنمائي مواصلة وتكثيف جهوده الرامية إلى تعزيز قدرات التقييم في البلدان المستفيدة من البرامج؛

4 - تكرر أيضا توصياتها السابقة إلى الدول الأعضاء بوقف جميع أشكال المساعدة والدعم للأنشطة الإسرائيلية غير القانونية في الأرض الفلسطينية المحتلة، بمـا فيهـا القـدس، وبخاصــة أنشطة الاستيطان، وأن تعمل بنشاط على تثبيط الأنشطة التي تسهم بشكل مباشر في أي أعمال بناء أو تطوير لتلك المستوطنات؛

19. It was important that the countries which were members of the Committee should implement the resolution, particularly paragraph 7 thereof, which called for the cessation of all forms of assistance and support for illegal Israeli activities in the occupied Palestinian territory, including Jerusalem, in particular settlement activities, and paragraph 8, on ensuring respect by Israel for the fourth Geneva Convention.
١٩ - وأكد أهمية أن تقوم البلدان التي هي أعضاء في اللجنة بتنفيذ القرار، ولا سيما الفقرة ٧ منه، التي دعت إلى وقف جميع أشكال المساعدة والدعم المقدمة لﻷنشطة اﻹسرائيلية غير القانونية في اﻷرض الفلسطينية المحتلة، بما فيها القدس، ولا سيما أنشطة الاستيطان، والفقرة ٨، المتعلقة بكفالة احترام اسرائيل لاتفاقية جنيف الرابعة.

21. The dilemma can be described as follows. On the one hand, the consensus on partnership in evaluation and the recognition of `leadership and ownership of programme countries in the evaluation of all forms of assistance, including that provided by the United Nations development system', implies that evaluation occurs where assistance takes place and by the actors providing and receiving the assistance.
21 - ويمكن وصف هذه المعضلة كما يلي: فمن ناحية، يعني توافق الآراء بشأن الشراكة في مجال التقييم والتسليم بـ " ضرورة زيادة تولي البلدان المستفيدة من البرامج زمام الأمر في تقييم جميع أشكال المساعدة وتوجيهها له، بما فيها المساعدة التي يقدمها جهاز الأمم المتحدة الإنمائي " أن التقييم يتم حيث تقدم المساعدة ومن جانب الجهات الفاعلة المقدمة للمساعدات والمتلقية لها.
