3. Without prejudice to the right of any State Party to request a challenge inspection, States Parties should, whenever possible, first make every effort to clarify and resolve, through exchange of information and consultations among themselves, any matter which may cause doubt about compliance with this Convention, or which gives rise to concerns about a related matter which may be considered ambiguous.

Nothing in this Convention shall in any way affect the right of any State Party to take the necessary measures referred to in this article with the consent of or in accordance with a request for assistance addressed to that State by a third State, if the offence is committed in the territory of a third State or if the alleged offender is present in the territory of a third State.
٣ - ليس في هذه الاتفاقية ما يمس، بحال من اﻷحوال، بحق أي دولة طرف في اتخاذ التدابير اللازمة، المشار إليها في هذه المادة، وفقا أو تلبية لطلب التماس المساعدة الموجه إلى تلك الدولة من دولة ثالثة تكون الجريمة قد ارتكبت في أراضيها أو يكون المنسوب إليه ارتكاب الجريمة موجودا في أراضيها.

5.3 The Committee observed that the authorities of any State Party to the Covenant are under an obligation to investigate alleged human rights violations and to make available appropriate judicial remedies and compensation to victims of such violations, even if they are attributable to a previous administration.
٥-٣ ولاحظت اللجنة أن على سلطات أي دولة طرف في العهد التزاما بالتحقيق في انتهاكات حقوق اﻹنسان المدعى بها وبتوفير سبل الانتصاف القضائية الملائمة والتعويض لضحايا مثل هذه الانتهاكات، حتى وإن كان يمكن عزوها الى حكومة سابقة.

Thus, a basic first step required of any State Party to an international human rights treaty is to ensure that domestic legislation is in full conformity with the provisions of that treaty.22 Moreover, the adoption of legislative measures would seem to be an indispensable element of implementing many aspects of the rights recognized in the Covenant.
