With the upturn in violence, and at the request of the General Assembly, as contained in its resolution 66/253 of 16 February 2012, the Secretary-General of the League of Arab States and I jointly named former Secretary-General of the United Nations Kofi Annan as Joint Special Envoy of the United Nations and the League of Arab States to Syria on 23 February.

The Security Council, by its resolution 2043 (2012), established the United Nations Supervision Mission in the Syrian Arab Republic (UNSMIS) with the mandate to monitor the cessation of armed violence in all its forms by all parties and to support and monitor the full implementation of the six-point proposal of the Joint Special Envoy of the United Nations and the League of Arab States to Syria.
