Representatives of associate members of the Economic Commission for Latin America and the Caribbean that are not independent States may participate, without the right to vote, in the deliberations of the Conference and its committees.

The Commission also requested member countries to devise, through their representatives to the Economic and Social Council, the necessary mechanism for the participation of associate members of the regional commissions in the work of the Council and its subsidiary bodies.
