وإذ تضع في اعتبارها رسالة اﻷمين العام الموجهة إلى رئيس الجمعية العامة ورئيس مجلس اﻷمن المؤرخة ١٥ آذار/ مارس ١٩٩٩)٧١(، وتقرير فريق الخبراء الذي عينه اﻷمين العام، استجابة لطلب السلطات الكمبودية المساعدة على مواجهة الانتهاكات الخطيرة الماضية للقانونين الكمبودي والدولي)٧٢(،

'the Secretary-General, through his Special Representative, in collaboration with the Centre for Human Rights, to examine any request for assistance in responding to past serious violations of Cambodian and international law as a means of bringing about national reconciliation, strengthening democracy and addressing the issue of individual accountability'.
' من خلال ممثله الخاص، أن يقوم، بالتعاون مع مركز حقوق اﻹنسان، بدراسة أي طلب مساعدة للرد على ما ارتُكب في الماضي من انتهاكات خطيرة للقانون الكمبودي والقانون الدولي باعتبار ذلك وسيلة لتحقيق المصالحة الوطنية، وتعزيز الديمقراطية، والتصدي لقضية المساءلة الفردية`.

11. The Commission further requested the Secretary-General, through his Special Representative for human rights in Cambodia, in collaboration with the Centre for Human Rights, to examine any request by Cambodia for assistance in responding to past serious violations of Cambodian and international law.
١١ - وطلبت اللجنة أيضا من اﻷمين العام أن يدرس، من خلال ممثله الخاص لحقوق اﻹنسان في كمبوديا، وبالتعاون مع مركز حقوق اﻹنسان، أي طلب تتقدم به كمبوديا لمساعدتها في الرد على الانتهاكات الجسيمة الماضية للقانون الكمبودي والقانون الدولي.

An agreement between the United Nations and the Government of Cambodia was signed on the establishment, with international assistance, of extraordinary chambers within the existing court structure of Cambodia for the prosecution of serious violations of Cambodian and international law committed during the period of Democratic Kampuchea.
ووقع اتفاق بين الأمم المتحدة وحكومة كمبوديا بشأن القيام، بمساعدة دولية، بإنشاء دوائر استثنائية ضمن هيكل المحاكم القائم في كمبوديا لملاحقة مرتكبي الانتهاكات الخطيرة للقانون الكمبودي والقانون الدولي التي حدثت خلال فترة كمبوتشيا الديمقراطية.

The Commission further requested the Secretary-General, through his Special Representative for Human Rights in Cambodia, in collaboration with the Office of the High Commissioner for Human Rights, to examine any request by Cambodia for assistance in responding to past serious violations of Cambodian and international law.
٦- وطلبت اللجنة كذلك من اﻷمين العام أن يدرس، من خلال ممثله الخاص لحقوق اﻹنسان في كمبوديا، وبالتعاون مع مكتب المفوض السامي لحقوق اﻹنسان، أي طلب تتقدم به كمبوديا لمساعدتها في الرد على الانتهاكات الجسيمة الماضية للقانون الكمبودي والقانون الدولي.

22. On the question of addressing past grave violations, the Special Representative discussed with the two Prime Ministers resolution 1997/49 of the Commission on Human Rights, in which the Commission requested the Secretary-General to examine any request by Cambodia for assistance in responding to past serious violations of Cambodian and international law.
٢٢ - وفيما يتعلق بمسألة معالجة الانتهاكات الخطيرة التي ارتكبت في الماضي، ناقش الممثل الخاص مع رئيسي الوزراء قرار لجنة حقوق اﻹنسان ١٩٩٧/٤٩، الذي طلبت فيه اللجنة إلى اﻷمين العام أن يدرس أي طلب تتقدم به كمبوديا لمساعدتها في الرد على الانتهاكات الجسيمة الماضية للقانون الكمبودي والقانون الدولي.

Otherwise, the opportunity of bringing to justice those responsible for serious violations of Cambodian and international law during the period of Democratic Kampuchea might soon be lost;6
