692. It is the view of the Committee that the apparent absence of independent mechanisms for monitoring the situation of children in institutions is a matter of concern.

A new Constitutions and a new Family Law have been adopted, along with other measures toward the improvement of the position of children under alternative care and the reduction of the number of children in institutions.

46. The Committee is seriously concerned that the State Party has not formulated a coherent national policy on the deinstitutionalization of children and continues to put emphasis on the placement of children in institutions even though a large number of institutions remain unregistered and/or not adequately regulated and monitored, with the effect that:
46- يساور اللجنة القلق لأن الدولة الطرف لم تصغ سياسة وطنية متسقة لإخراج الأطفال من مؤسسات الرعاية ولا تزال تركز على إيداع الأطفال في هذه المؤسسات رغم أن عدداً كبيراً منها لا يزال غير مسجل ولا يخضع للتنظيم والرقابة بصورة كافية. وقد أدّى ذلك إلى ما يلي:

(c) Develop comprehensive admission criteria and strategies to reduce the number of children living in care institutions, including through policies to strengthen and support families, and ensure that the placement of children in institutions is used only as a last resort;
(ج) اعتماد معايير قبول شاملة واستراتيجيات للحد من عدد الأطفال المودعين مؤسسات الرعاية، بما يشمل وضع سياسات لتعزيز الأسر ودعمها وضمان عدم اللجوء إلى مؤسسات الرعاية إلا كملاذ أخير؛

The Committee notes the large number of children in institutions managed by the private sector, and regrets the lack of information and oversight by the state on these institutions.
وتلاحظ اللجنة ضخامة عدد الأطفال المودعين في المؤسسات التي يديرها القطاع الخاص، وتعرب عن أسفها لقلة المعلومات المتاحة عن هذه المؤسسات وإشراف الدولة عليها.
