It further recommends that a set of international standards on the protection and alternative care of children without parental care take into account the need for early identification of children at risk and that the standards redefine also other services related to prevention.

24. UNICEF welcomed the fact that the situation of persons with disabilities and the promotion and protection of the rights of children without parental care now had a place on the international human rights agenda.
