14. Pursuant to resolution 18/22, the Office of the High Commissioner convened from 23 to 24 February 2012 a seminar on addressing the adverse impacts of climate change on the full enjoyment of human rights.

3. The seminar to address the adverse impacts of climate change on the full enjoyment of human rights was organized by OHCHR in consultation with Member States, a range of experts and civil society representatives.

At its eighteenth session, the Council also adopted another important resolution, initiated by the Philippines and Bangladesh, concerning the adverse impacts of climate change on the full enjoyment of human rights.

The present report contains a summary of the seminar on addressing the adverse impacts of climate change on the full enjoyment of human rights, which was held in Geneva on 23-24 February 2012, in accordance with Human Rights Council resolution 18/22.

Attention was particularly drawn to the adverse impact of climate change on the full enjoyment of human rights especially of those already in a vulnerable situation owing to factors such as geographic location, gender, age and poverty, as well as of groups including indigenous peoples, minorities, the disabled, the elderly and marginalized communities.
ووُجّه الانتباه بشكل خاص إلى الآثار السلبية لتغير المناخ على التمتع الكامل بحقوق الإنسان، لا سيما بالنسبة إلى الأشخاص الذين يوجدون فعلاً في حالة من الضعف نتيجة لعوامل من قبيل الموقع الجغرافي ونوع الجنس والسن والفقر، وكذلك الجماعات التي تشمل الشعوب الأصلية والأقليات والمعوقين والمسنين والمجتمعات المهمشة.

Welcoming the convening of the seminar by the Office of the High Commissioner on 23 and 24 February 2012 on addressing the adverse impact of climate change on the full enjoyment of human rights, and recalling its summary report thereon,
وإذ يرحب بتنظيم مفوضية الأمم المتحدة السامية لحقوق الإنسان حلقة دراسية في 23 و24 شباط/فبراير 2012 بشأن التصدي للآثار السلبية لتغير المناخ على التمتع الكامل بحقوق الإنسان، وإذ يذكر بالتقرير الموجز عن هذه الحلقة()،

The seminar was comprised of six sessions: the introductory session to frame the issue; adverse impacts of climate change on the full enjoyment of human rights, international cooperation and respect for human rights in all climate change-related situations; forging stronger cooperation between the human rights and climate change communities; human rights and climate change: the way forward; and the closing session.

According to the United Nations High Commissioner for Human Rights, at the Human Rights Council seminar on the adverse impacts of climate change on the full enjoyment of human rights in February 2012, the effects of climate change will be most acutely felt by those segments of the population the protection of whose rights is already precarious owing to such factors as poverty, gender, age, minority status, migrant status and disability.
ووفقا لما ذكرته مفوضة الأمم المتحدة السامية لحقوق الإنسان، في حلقة دراسية لمجلس حقوق الإنسان بشأن الآثار السلبية لتغير المناخ على التمتع الكامل بحقوق الإنسان،عقدت في شباط/فبراير 2012، فإن آثار تغير المناخ ستشعر بها على نحو أشد وطأة شرائح السكان التي تعد حماية حقوقها محفوفة بالمخاطر بالفعل بسبب عوامل من قبيل الفقر ونوع الجنس والعمر ووضع الأقليات ووضع المهاجرين والإعاقة.

(a) To convene, prior to the nineteenth session of the Human Rights Council, a seminar on addressing the adverse impacts of climate change on the full enjoyment of human rights, with a view to following up on the call for respecting human rights in all climate change-related actions and policies, and forging stronger interface and cooperation between the human rights and climate change communities;
