For the purpose of enhancing international peace, security and stability and facilitating the realization of the goal of complete prohibition and thorough destruction of nuclear weapons, China hereby declares its position on security assurances as follows:
بغية تعزيز السلم واﻷمن والاستقرار على الصعيد الدولي وتيسير تحقيق الهدف المتمثل في الحظر الكامل والتدمير الشامل لﻷسلحة النووية، تعلن الصين، بموجب هذا، موقفها بشأن الضمانات اﻷمنية كما يلي:

On the question of limiting nuclear and conventional armaments, my Government believes that nuclear non-proliferation is only the first step to the ultimate goal of complete prohibition.
وفيما يتعلق بالحد من اﻷسلحة النووية والتقليدية، ترى حكومتي أن منع الانتشار النووي إنما هو الخطوة اﻷولى فقط نحو تنفيذ الهدف النهائي المتمثل في الحظر الكامل.

As early as 1964, on the very first day when it possessed nuclear weapons, China solemnly proposed to hold a world summit to discuss the issue of complete prohibition and thorough destruction of nuclear weapons.
وبداية من عام 1964، وفي اليوم الأول الذي حازت فيه أسلحة نووية، اقترحت الصين رسميا عقد مؤتمر قمة عالمي لمناقشة مسألة الحظر الكامل والتدمير الشامل للأسلحة النووية.

5. All nuclear weapon States should dedicate themselves to the goal of complete prohibition and thorough destruction of nuclear weapons, earnestly fulfil their obligations under article VI of the Non-Proliferation Treaty, and publicly undertake not to seek permanent possession of nuclear weapons.
5 - وينبغي لجميع الدول الحائزة للأسلحة النووية أن تكرس أنفسها لتحقيق الهدف بالحظر الكامل والتدمير الشامل للأسلحة النووية، وأن تفي بالتزاماتها بجدية بموجب المادة السادسة من معاهدة عدم انتشار الأسلحة النووية، وأن تتعهد علانية بعدم السعي لحيازة أسلحة نووية بصفة دائمة.

لغرض تعزيز السلم واﻷمن والاستقرار في العالم، وتسهيل تحقيق الهدف المتمثل في حظر اﻷسلحة النووية حظرا كاملا وتدميرها تدميرا كليا، تعلن الصين موقفها من الضمانات اﻷمنية كما يلي:

As far back as the early 1960s, the Chinese Government issued a solemn statement calling for the convening of a summit of world leaders to discuss the issue of complete prohibition and thorough destruction of nuclear weapons.
ولقد أصدرت الصين، منذ مطلع الستينات من القرن الماضي، بياناً رسمياً يدعو إلى عقد قمة يحضرها زعماء العالم لمناقشة قضية الحظر الكامل والتدمير الكلي للأسلحة النووية.

Thirdly, until the goal of complete prohibition and thorough destruction of nuclear weapons is achieved, nuclear-weapon States should commit themselves to no first use of nuclear weapons, and undertake unconditionally not to use or threaten to use nuclear weapons against non-nuclear weapon States or nuclear-weapon-free zones.
ثالثا، ينبغي، إلى أن يتحقق هدف الحظر الكامل والتدمير الشامل للأسلحة النووية، أن تلتزم الدول الحائزة للأسلحة النووية بعدم البدء باستعمال الأسلحة النووية، والتعهد بدون شروط بعدم استعمال الأسلحة النووية ضد الدول غير الحائزة للأسلحة النووية أو المناطق الخالية من الأسلحة النووية.

5. The goal of complete prohibition and thorough destruction of nuclear weapons should be achieved at an early date and an international legal instrument thereupon should be concluded, thus realizing a world free of nuclear weapons.
5 - وينبغي تحقيق هدف الحظر الكامل والتدمير التام للأسلحة النووية في موعد قريب، وينبغي إبرام صك قانوني دولي بهذا الشأن، بما يفضي إلى قيام عالم خال من الأسلحة النووية.

5. The goal of complete prohibition and thorough destruction of nuclear weapons should be achieved at an early date and an international legal instrument thereupon should be concluded, thus realizing a world free of nuclear weapons.
5 - وينبغي تحقيق هدف الحظر الكامل والتدمير التام للأسلحة النووية عما قريب، كما ينبغي إبرام صك دولي يحقق عالما خاليا من الأسلحة النووية.

Proceeding from the principled position of complete prohibition and the need for complete destruction of nuclear weapons, China has participated in the negotiations on a comprehensive test-ban treaty in a positive and cooperative manner from the very outset.
وإن الصين، انطلاقا من موقفها المبدئي الداعي إلى الحظر الكامل لﻷسلحة النووية والحاجة إلى القضاء التام عليها، شاركت منذ البداية بطريقة إيجابية وتعاونية في المفاوضات بشأن إبرام معاهدة للحظر الشامل للتجارب.

The time-frames envisaged for entry into force are excessively long and means will have to be found to reinforce the obligation of all States not to infringe the treaty's purpose of complete prohibition at any time between now and the date of full entry into force.
واﻷُطر الزمنية المتصورة للدخول في حيز النفاذ طويلة بصورة مفرطة، وسيتعين ايجاد وسائل لتعزيز التزام كافة الدول بعدم انتهاك غرض المعاهدة المتمثل في الحظر الكامل في أي وقت من اﻵن وحتى تاريخ الدخول الكامل إلى حيز النفاذ.

٧ - ]وإذ تشدد على الحاجة إلى مزيد من التخفيضات في اﻷسلحة النووية التكتيكية والاستراتيجية ووسائل إيصالها، ]لكي تحقق أهداف الحظر الكامل والتدمير الشامل لﻷسلحة النووية في موعد مبكر،[[

1. [The Conference reaffirms that the prevention of the proliferation of nuclear weapons is not an end in itself, but an intermediate step leading towards the ultimate objective of complete prohibition and thorough destruction of nuclear weapons.
١ - ]يؤكد المؤتمر مجددا أن منع انتشار اﻷسلحة النووية ليس غاية في حد ذاته، وإنما خطوة وسيطة مفضية إلى الهدف النهائي المتمثل في الحظر الكامل والتدمير الشامل لﻷسلحة النووية.

China will continue to work with the international community to advance the international nuclear disarmament process with the aim of making a due contribution to the early realization of the goal of complete prohibition and thorough destruction of nuclear weapons in favour of a nuclear-weapon-free world.
وستواصل الصين العمل مع المجتمع الدولي للنهوض بعملية نزع السلاح النووي الدولي بهدف الإسهام الواجب في التحقيق المبكر لهدف الحظر الكامل والتدمير الشامل للأسلحة النووية من أجل بناء عالم خال من الأسلحة النووية.

13. China believes that the goal of complete prohibition and thorough destruction of nuclear weapons should be achieved through the conclusion of an international legal instrument.
13 - ترى الصين أن الهدف المتمثل في الحظر الكامل والتدمير الشامل للأسلحة النووية ينبغي تحقيقه من خلال إبرام صك قانوني دولي.

19 - وتأمل الصين في أن تؤدي التدابير التي اتخذتها، المذكورة آنفا، إلى بلوغ الهدف المتمثل في الحظر الكامل والتدمير الشامل للأسلحة النووية.

5. The goal of complete prohibition and thorough destruction of nuclear weapons should be achieved at an early date and an international legal instrument thereupon should be concluded, thus realizing a world free of nuclear weapons.
5 - ينبغي تحقيق هدف الحظر الكامل والتدمير التام للأسلحة النووية في موعد قريب، ثم ينبغي إبرام صك دولي، بما يحقق عالما خاليا من الأسلحة النووية.

At the same time, China also believes that nuclear non-proliferation is not the ultimate objective by itself, but, rather, a necessary measure and step in the process of realizing the goal of complete prohibition and thorough destruction of nuclear weapons.
كما تعتقد الصين في الوقت ذاته أن عدم الانتشار النووي ليس الهدف النهائي بحد ذاته وإنما تدبير ضروري وخطوة لا غنى عنها في عملية إدراك غاية حظر اﻷسلحة النووية حظرا كاملا وتدميرها تدميرا تاما.
