Within its mandate to review general issues of compliance and implementation under the Convention, the Committee was requested, among other things, to undertake four activities, including through consultations with the Open-ended Working Group, with the objective of improving the implementation of and compliance with several provisions of the Convention, as follows:

In decision VII/30, the Conference of the Parties at its seventh meeting requested the secretariat to compile the views of the Parties on general issues of compliance and implementation and the priorities that the Committee should assign to the matters under its review, and provide those views to the Committee for its consideration in connection with the draft work programme for 20072008.

The Compliance Committee, which administer the mechanism for promoting implementation and compliance, meets at least once a year, receives submissions from Parties or the Secretariat concerning compliance difficulties and reviews general issues of compliance and implementation. In line with the terms of reference adopted by decision VI/12, in addition to its mandate to consider any submission made to it with a view to determining the facts and root causes of the matter of concern and to assist in its resolution, the Compliance Committee has been given the mandate to review, as directed by the Conference of the Parties, general issues of compliance and implementation under the Basel Convention relating, among others, to:
