In 1954, the International Civil Service Advisory Board issued its Report on standards of conduct in the international civil service 1954 to assist staff members and executive heads of the organizations to understand better the obligations placed on staff conduct by the Charter and the Staff Regulations and Rules.

By his acts and manner of reporting, Mr. Gáspár Bíró has violated " The Standards of conduct in the international civil service of 1954 " as set out in the report of the International Civil Service Advisory Board prepared in response to the request of the Administrative Committee on Coordination at its twelfth session in October 1951, and in particular, paragraph 20 of the said report which reads:

3. The Commission had also been working on the updating of the 1954 report of the International Civil Service Advisory Board entitled Standards of conduct in the international civil service. That was a matter to which the Commission attached great importance since standards of conduct, or the ethics by which an international civil service should be guided, were an overarching component of the framework of human resources management.

"
