(4) It was in this spirit that the Commission elaborated principle No. 7 of the Guiding Principles applicable to unilateral declarations of States capable of creating legal obligations:

Following its consideration of the report of the Working Group, the Commission adopted a set of 10 " Guiding Principles " together with commentaries applicable to unilateral declarations of States capable of creating legal obligations (section D below) and commended the " Guiding Principles " to the attention of the General Assembly.

It was indeed vital to have a clear definition of unilateral acts of States capable of creating legal obligations and to distinguish such acts from acts creating political obligations.
بل إن من الحيوي أن يوضَعَ تعريف واضح للأفعال الانفرادية للدول قادر على إنشاء التزامات قانونية ويميز هذه الأفعال عن الأفعال التي تنشئ التزامات سياسية.

After examining the Working Group's report, the Commission had adopted a set of 10 Guiding Principles applicable to unilateral declarations of States which were capable of creating legal obligations and it had commended the Guiding Principles to the attention of the General Assembly.

Speaking as the Chairman of the Working Group on Unilateral Acts of States, he said that several delegations had noted that the Commission had limited its study of the topic to unilateral declarations of States. That was because the Commission had deemed that it would be impossible to draw any specific conclusions on any aspect of the topic other than unilateral declarations made by States with the intention of creating legal obligations.
31 - ثم تكلم بوصفه رئيس الفريق العامل المعني بالأفعال الانفرادية للدول فقال إن كثيراً من الوفود لاحظت أن لجنة القانون الدولي قد قصرت دراسة الموضوع من جانبها على الإعلانات الانفرادية للدول، وقال إن السبب في ذلك يتمثل في أن اللجنة ارتأت استحالة الوصول إلى أي نتائج محدَّدة بشأن أي جانب من جوانب الموضوع بخلاف الإعلانات الانفرادية الصادرة عن الدول بقصد خلق التزامات قانونية.
